Bill provides a little light-heartedness to FDR that I find refreshing, and I believe he set the tone for the entire film, as other historical characters in the film such as King George VI and Queen Elizabeth are similarly portrayed by the other actors with a little flare for fun, although this does not ruin the dramatic impact of the film. Many actors have played FDR however, none I have seen took the same approach to the role. Bill in this instance branched out of his usual classification and entered the realm of interpreter acting.

There are certainly a lot of similarities between the characters of Ty Webb and Clark Griswold, both playboys and a little eccentric.
